I hate to break it to you, but all American citizens have the right to vote. It is their birthright as a citizen. Even citizens you don't personally like. Thank God for that. Very few people agree with me, there are some that are naive enough to think that Washington can be fixed. If all citizens have the right to vote (I still think this should be true, with a caveat or two), then they should also be capable of proving citizenship prior to casting a vote, regardless of voting history.
