It has to do with the people you're giving the benefit of the doubt to. ie Paki's
It is in the best interests of the US not to jump to conclusions here, ask questions...sure! Pakistan has the burden of answering how OBL could live in luxury scant miles from their capital and a mile from their military academy but it could be a matter of incompetency as easily as anything else.
