I would hope that parents could request an out from this program (hopefully by showing they can provide their child a healthy lunch). If not, then I might have to agree with dellinger and others.
From my experience living among the poor, many parents do not and will not provide their kids with healthy food. Cigarettes and cell phones-that's what's important among the poor parents, cigarettes and cell phones
