When you listen to the audio tape, it's apparent that Palin still doesn't really understand that North and South are two separate entities. She's just kinda rambling on against Obama.
What nobody notices is that Palin clearly misuses the word "sanctions", too, saying she is afraid Obama won't sanction North Koreas actions!  Palin famously never knew North/South existed in the first place in her 2008 debate training, and doesn't appear to have mastered it since. She's still just a word salad of memorized talking points.
