Id have to think the blame would fall on the identifier. But...i cannot believe that noone realized the horse was not a female during all the time leading up to the race.

Yeah.. there is some very telling bits on a gelding that give it away and pretty hard to miss. Whoever tightened the girth on that animal should have their eyes looked at. I get messing up a couple of plain bays or whatnot, but a filly vs a gelding kind of makes me shake my head at everyone who laid eye on that animal.
