This is rather an example of how dense you are. It's a new tax (surcharges) on foreign companies, invented to pay for this - not current - and it's more than is needed, so the extra will help pay off the debt, too.

And btw, this bill will pass the obstructive Senate. Public opinion has outed the GOP, and the votes are pouring in.
