Article says California already has exchange wagering. That is news to me.

hey, coming from this administration it's a positve move. but it won't save horse racing in the meadowlands.

I'll have to get Dennis Dowd on to explain its' benefits. Here's the background on Longitude, the software company that developed it and hired Dowd to get it OK'd in NJ.
