Article says California already has exchange wagering. That is news to me.

Legislation in place in CA to allow presentation of proposals and development of a system for 2012.

I'll have to get Dennis Dowd on to explain its' benefits. Here's the background on Longitude, the software company that developed it and hired Dowd to get it OK'd in NJ.
