Is this legal?

This facility has always been in trouble. If I remember correctly, they use to euthanize cats by holding them down in a barrel of water or placing the lid on the barrel. There are alot of people trying to get that place closed down, but there are too many strays running around and no other place to take the animals in. Most of Summit Co. is a dump and has nothing but trash living in it. So you can imagine what's running it.
