I might guess "Side by Side" if working in company throughout. Or, if a gate work "Stumbling Start" or "Slow Start", but never seen that noted for a work line. Interested to find out. Nice Catch.
After watching some of the Tampa Horses in person over the years...it could mean "Should Stop" Racing.
