I dont think that you can read Incognitos one text and understand what kind of relationship that these two idiots had. Sure in a normal setting between normal people it looks bad. However this isnt a normal setting or normal people. Regardless the fact that Martin was looking more and more like a washout has to play a far bigger role in this story than has been reported.

i don't care what type relationship they had. that text was reprehensible and i don't know how many good works could wipe it away.
incognito has been a thug for years, i'm surprised it took this long for him to get suspended.

You dont care but everything has to be taken into context. So far the only conclusion that should be drawn is that Incognito is an idiot but there was plenty of evidence of that already. Martin is portrayed as a victim but he may be the boy who cried wolf.

So, it's akin to reporting rape in the military where the victim's only recourse is to report it through the chain of command and, often enough, the perpretrator is a link in that chain of command.
