So, it's akin to reporting rape in the military where the victim's only recourse is to report it through the chain of command and, often enough, the perpretrator is a link in that chain of command.

That is similar to the way the greatest legal minds of our country are able to "interpret" the Constitution completely differently from one another. People always have a bias one way or another.

sure they do. it's why two people can see a football play, in slow mo, and disagree on whether it's a catch.
