I'm pretty sure that I read Oaklawn now has a back up tractor that can pull both the gate and the broken tractor off the course should the primary tractor fail.

What is unbelievable is that apparently nobody near the announcer's booth was watching and able to give the announcer a heads up.

I've seen several tracks now keep a backup tractor at the gate in case it happens. Think NYRA does this, and I know Parx does.
The announcer is almost assuredly not going to be heard by the jocks... |

How many tracks have warning lights (?) or... what are some of the warning systems that, it seems, should be in place?

Catastrophic Injury Planning and Procedures Racetrack Members shall plan for and have protocols in place for instances of catastrophic injury to horses during racing and training at Racetrack Members’ racetrack(s) and training facilities. Such planning shall include, but not be limited to appropriate means of communication to the public, either through the AAEP On-Call Program or AAEP trained spokespersons. All tracks have a siren and warning lollipop lights that are used during training when a horse gets loose. Mounting horns and lights on the turn -- like railroad junction stoplights -- would be a good way to alert riders to pull up before entering the stretch.
