They aren't...I just prefer PF's for major stake races because they are available. Dr Roman isn't in the business of providing PF's for all horses/races...he focuses on the major stake races while Andy and his group cover all of racing. If PF's were available for the 4th at Penn National, I'd probably use them. I'm not putting BSF's down, they have revolutionized handicapping and are excellent (as Dr Roman readily admits). I simply have better luck with PF's in the Derby and a few other grade 1's. Folks who call them BS have probably never used them...easier to be critical than do the work.
