McCain wanted Leibermann, and Liebermann was willing to do it and be vetted. They even figured they could get him through the GOP convention with a walkout only of part of the ultra-con base.

Lindsey Graham (McCain's good friend) inadvertently put the kabosh on that one at a speaking event, leaking that a "pro-choice" candidate could be considered. Remember that public firestorm of speculation on that one? Leib was out.

So a week before the GOP Convention McCain had no VP pick. Palin was an unvetted hail mary "gamechanger" attempt to suck up the base.
