I'm not talking about Pelosi. What political system is it, where one person tells others what to do with their money?

Socialism. The Recipient gets to tell the Provider his new tax rate. The Provider is a slave to the supreme Recipient. The Recipient on the other hand owes nothing to the Provider.

When the Recipients think the Provider is not paying enough, or is faced with necessary adjustments to the social programs they enjoy, they riot, like in the UK and France right now.
