I think he is willing to invest in it. But he figured that he has a bargaining chip since everyone wants a new track. He figured that he could say that he won't put in a new track unless he gets what he wants. He was fairly successful in Florida getting the state to deregulate and do things that would benefit him. He figured that maybe he could do the same thing in California. It's not going to happen. Hollywood Park has more clout politically than Stronach in California.

It's funny that Stronach thought he had the CHRB by the balls with regard to putting in a new track. In reality, they have him by the balls. They can take away all his winter racing dates if he doesn't fix the track.
