I assume not. It appears to me that CDI, MAGNA, YouBet and BetFair, Indians and Vegas casinos will get first dibs.
I can only go from prior experience but pre-2006 I could be anywhere I wanted, in any country despite being from an anti-gambling state, should a US law be passed would it trump the state laws? Would it allow me to open up with offshore books that are not pari mutual?
