NYS Licensing Question

Interesting conversation with my wife last night regarding the potential Dee Tee - NYB. After telling her about NYB deal, her response was - "Why don't you get your NY license in case you decide to get involved in a horse on your own, or with a higher ownership percentage?".

After asking her who she was and what she did with my wife... I proceeded to do some research. Few questions:

1). Do you need to have current ownership over 3% to get licensed? Or can a prospective owner get licensed.

2) If you need ownership to be licensed, could an owner with under 3% choose to get licensed?

3) Can you get fingerprinting done at Belmont Racing office.

4) What the heck is the new Workers Comp affadavit? Does this apply to owner applications.

The State website is about as clear as mud... Any guidance would be appreciated.

I talked with Payson Dave about it one day at the track and am pretty sure as long as you can show part ownership of any horse and are willing to pony up the money for the license (like $200) you can get one.
