Yes, he wont be more than 4/1, thats why the exacta is the play in here. And when it comes to Aqu, I throw all logic out the window. I see at least 1 horse a day that looks more overmatched than Oh My Stars get loose and wire a field. But I also wouldnt be surprised to see Bookmaster miss the exacta. It is after all Aqueduct.
