The ruling on the field stands. It's pretty goddamned ironic.
No; it's just shirking work. Or rather, choosing one work commitment over another, since frankly, fundraising is part of a elected official's job for as long as we refuse to have publicly funded elections.

If American ISIS militants had bombed the place the official was hobnobbing, now THAT would have been ironic.
