This seat has always been Democratic, but you can't ignore the difference between the two districts involved, the results of the most recent Presidential in these two districts, and why that happened. "Democratic and Republican" matters less than other influences in one of these districts. Brooklyn and Queens are two entirely different areas, with different base voters that vote for different reasons historically. The results of this election (the marked difference between Brooklyn and Queens) isn't really any surprise at the local level. It has little to do with any "referendum" on Obama, and more towards Brooklyn voting as it usually is predicted to.

U.S. House - District 9 - Special General County
Precincts David Weprin (Dem) Bob Turner (GOP) C. Hoeppner (SWP)
Total 472/512 29,689 47% 33,816 53% 278 0%

Brooklyn 147/170 6,121 33% 12,584 67% 29 0%
Queens 325/342 23,568 52% 21,232 47% 249 1%

This district is eliminated in the next election, btw, anyway.
