You forgot the most important detail. Where does he live? This will drive his options.

I would recommend NYRA Bets. They usually have a sign up bonus. The platform is easy to use and understand. They have just about any track one might want to wager on and video for all of them including many International tracks.

Xpresssbet is very user friendly, but nyra bets is a good option with all kinds of fancy bonus' usually.

I just checked the signup promos at Expressbet, NYRA, and DRFBets, and the best bonus I found is at DRFBets.com:

http://drfbets.com/VIP

You get a $300 bonus paid out $100 at a time in the first 3 months, as long as you bet $100 that month.

The other two are $200 or less.

Your buddy could bet $50 on the Derby, $50 on the Preakness, $100 on the Metropolitan, and $100 on the Belmont, and still be guaranteed of having at least $500 in his account.

NYRA is $150, if you bet $150 within 14 days of sign up or $100, if you bet $100 within 30 days of sign up. Xpressbet is $100, if you bet $100 within 30 days. After that, if you deposit another $25 within 30 days, they match that, I think. Twinspires is $100, if you bet $500 dollars within 30 days of sign up.

I agree that DRF seems like the best one, at least as far as the sign up bonuses are concerned. There was one concern I had with DRF and that is, at one time, you could not bet on Oaklawn or Churchill with their account, but that was awhile ago and maybe they have worked that out by now?
