Default Is Persistently in or out of AQ 8th?
He is the 1A, supposedly MTO, but I don't see him listed as a scratch, and I think he can win this on or off turf

brisnet shows 3 late scratches for that race Deputy's Citizen, Tempest Storm, Anna's Unreal. NYRA shows Persistently is also scratched with Starship Angel too.
