Default Belmont's Signal to NJ tracks & otbs

Not sure if anyone addressed this , but I just got a e-mail from the Meadowlands saying... Meadowlands & Mon. tracks, Otb @ woodbridge & NJ accounts holders will NOT be getting the Belmont/Spa/ A-duct signal, But they will get it for the belmont stakes. This is effective 04-30-2008.
Seems this is the wave of the future ? Makes one wonder what if....

How are horsemen misinformed? Are you saying that the reported issue - over the rates that the receiving tracks pay NYRA for its signal - is not the issue?
