except you said no enroll after 2015. anyone can enroll at any time. only during open enroll can they go thru an exchange and potentially get a subsidy. so, if someone neglects to enroll this year, they can hit the open enrollment period in a year.
and it's for everyone, not just those with pre-existing conditions.
you have til the end of march to enroll. after that, you have to buy direct from an insurance company, no subsidy, unless you've had a 'life changing event'.
