The death benefit, of one year's salary paid to the heirs of the deceased, has been around at least since the 1970s (I couldn't find an exact date for when it started). It's an automatic thing. Today's Congress had nothing to do with it.

If it makes you so mad, call your Representative and tell them to reintroduce a bill to eliminate it (one was proposed in 2011). I agree, it seems stupid and unnecessary today when most of our Representatives are Richy McRich Riches, but the only way to eliminate it is to make it clear to your Rep that you want it eliminated.
