When a horse is "stuck" it basically means a horse is listed to run somewhere on the day’s card, and the trainer wants to scratch him, but isn’t allowed to unless unfitness or unsoundness of some kind is found by the track veterinarian.

If you call the racing office, some tracks will tell you which, if any, horses on the card are stuck.

A few of the west coast morning horse racing radio shows on the weekend usually announce which horses on the upcoming card (So. Cal circuit) are "stuck" and their trainer would prefer to scratch rather than run.
