You and I are in total agreement on that. There should be laws. You might not know this but I'll tell you something about me. I've served for years (not currently) as the "Planning Board chairman" of the little town in the Catskills, where NY City gets a big part of their drinking water from. This little town is upsteam from one of their best reservoirs, the Cannonsville. When the NYC Watershed imposed their regulations to amend our local regs, we had a problem. I politely requested that that they take their "intake" down stream from their "discharge", as we do....same "standards". Needless to say, it was a "David vs Goliath" story. Still is. If you ever get a chance to visit Manhatten, go to Battery Park and have a look at what's going into the Atlantic Ocean thanks to their "sewage treatment" solution. 'Nuf said. Yup!
