Messed up for sure but doesn't Congress appropriate spending not the President. Not sure of the timing of this but it sure reeks of trying to inflame people and coverup Romney's shitting on most of us. We really need to do here is ask WHY our Republican controlled congress would let this kind of thing happen?
Ask yourself does congress or the president have control of the State Department?
