Along with everything else this administration does because they feel like it. This one makes sense though and they have a scapegoat to boot. Easier to blame Congress than actually do the correct thing.

"Last week, Obama said he wants to do for other industries what he did for General Motors. If by this he meant waste taxpayers' money to preserve a lousy status quo, then bravo and mission accomplished."

Good stuff right there.
