I found this part interesting:

If they design an new "A" train that gets you from essentially JFK to midtown in roughly 15-20 minutes -the implications would be exponential - much further reaching than simply attracting slot players and convention goers to Ozone Park.

so Genting pays for it (right now) - who runs it? who pays for maintenance and upkeep? MTA? if so, expect the AirTrain to make a stop in Aqueduct - and a gazillion airport customers that have no interest in either taking advantage of the convenience... lotta hands in this pie, and getting them all together will be a sight to see.
