Money churn helps the economy. Thus unemployment benefits, short term jobs like census, etc. help keep the economy from going into a depression. All that is money immediately spent. Thus good for the economy. You do not cut spending in a recession (like the GOP is threatening to shut down the government trying to do right now) That is bad for the economy.
