it is wrong and could be solved by simply requiring a driver's license or state id. Want to vote get one of the two. Early votes would have a fill in your number option. A computer would be able to determine duplicate votes and information could be shared with law enforcement to identify and locate criminals and terrorists. This should be a problem easily solved.
