Yes, "subterfuge" ... also called "legislation" and "funding contained in the legislation" and "general public knowledge", that has been in the bill, published, since day one, was discussed openly during the healthcare debate, discussed again before the elections in 2010 as a GOP talking point ... but Michelle Bachmann (R-BizarroWorld) finally noticed it.

This isn't even a conservative talking point, this is only a Michelle-Bachmann-BizzaroWorld-some of the Tea Party talking point

It does prove that not only did Bachmann and staff not bother to read the healthcare bill before it passed, they haven't looked at it since, they paid no attention whatsoever to these very GOP talking points about it when it was passed, nor did she pay attention to this very issue when the GOP brought it up during the election cycle last fall.

"I’m not saying that everybody knew everything that was in the health care bill, because it’s almost impossible to do that. But it was documented that the money was in there," Ellis said. "Shame on them if they didn’t know that."

"Congress has routinely provided appropriations in authorization bills, for multiple years of availability, and has also routinely transferred funds from one account to another," said Roy T. We should also note that versions of the health care law were posted to the Internet for 72 hours before a vote was held. That’s not a lot of time, but it’s far from a secret process, said Gabriela Schneider of the Sunlight Foundation, a nonprofit that urges greater government openness and transparency.

"At the time, we commended Congress for taking an unprecedented step and Speaker Pelosi for making sure every version of the health care bill was posted online 72 hours before consideration," she said.

While Bachmann in her television appearances echoed Istook’s argument that Obama “tied the hands of Congress,” her main points have been that “this money was broken up, hidden in various parts of the bill” — something akin to a “slush fund” — and that it was done “secretly, unbeknownst to members of Congress.” This is bordering on ridiculous.

No, Timmi. This was discussed back when the GOP wanted to try and defund health care as a campaign threat (that the majority of the funding was contained within the bill) It was discussed back when the bill was being debated, and the CBO scored the final version of the bill.
