Tough call. I usually bag on the stewards for poor decisions but I don't think there's a right one here. Twirling Candy hit Game on Dude first and threw him off balance, then Game on Dude came into him but it can be argued that Twirling Candy was out of horse anyways. There's no right answer IMO.

if Quidici Man would have ran into Twirling Candy they would have placed him behind.
