Certainly the budget proposal's language is vague. A surcharge to fund "the Board's regulatory activities"... Are those activities spelled out anywhere? And if so, who is paid "X" to work "Y" hours to carry out the tasks? If those questions have not been clearly answered, then the surcharge fails to meet accountability standards and should be disputed as a canard.
