What's the rule that runs 10 seconds off the clock if the offense commits a foul that stops the clock and why isn't it enforced on the false start with :03 on the clock.

I realize the Saints were not doing that but they could have if they couldn't get lined up in time. Seems like there is another potential hole there....

A timeout was called on the previous play. That's why no 10 second run off.

So your saying that if they jumped early after the Shockey completion with no TO we were going to overtime? Has it ever happened to take a chip shot field goal win from a team like this?

The clock was already stopped when the false start occurred. The rule is if the offensive penalty stops the clock, there's a 10-second runoff.
