He did correctly identify the shakedown that BP is being subjected to.
Under the law, BP is liable for all cleanup costs, and a maximum of 75 million over and above that figure, and they have already agreed to surpass that liability limit.
But the idea of a president telling a corporation what they owe, or that "20 billion is a down payment" is unconstitutional, and frankly sounds like an element of a fascist dictatorship more than a constitutionally federated republic that we are, or were.
BP deserves to get the crap kicked out of it -- in the market, in the courts, by the regulatory agencies, but not by the president or his staff, or members of Congress trying to get raw footage for their next campaign ad.
