It's one sentence, a very small part of the bill and a smaller part of the article. I thought BP and their insurance companies will be held responsible for this? Now Dems want to make the damages done by a single company be paid for by all? Even those who are safe and have a perfect record? I guess it is similar to health care in the aspect the healthy, responsible citizens will foot the bill for the obese and smokers who, in a large part, are directly responsible for their pre-existing conditions and thus higher insurance premiums.
