This article doesn't exactly make sense to me. Maybe someone closer to the situation can put it into context for me. Is the state playing chicken?

Neither the State nor NYCOTB are living up to their contractual obligations to NYRA. I am not sure it is so much the State playing chicken as it is complete incompetance of NY State's elected officials. I am sure they will come up with a way to fund NYRA before it is too late, but this is just one more example of the corrupt and incompetent lawmakers in NY who need to be cleared out in November.
