The question is whether NYRA has asked permission to do adopt .50 pic-4s, but NYSRWB has prevented them from enacting it? I doubt it. They were among the last to adopt the dime supers. There are many things that can be blamed on the NYSRWB, I don't think this is one of them.

you are missing the point, to get anything done here...well, its like building the great pyramids...it takes generations..........even if nyra tried, somehow there would be hemming and hawing or some blow hard in the way. empire state, yup, its an empire alright....lol

I get the fact that the NYSRWB is filled with a bunch of political hacks who know little about the sport that they regulate. Their inability to change the rule to allow supers in races with entries is a perfect example of their incompetence.

But with .50 pic-4s in at other tracks in NYS, I think it would take little effort or time by NYRA to get such a change through. (It's not a rule-making issue that would be subject to the State Administrative Procedure Act.) Every year come Saratoga, there's some tweak to the wagering menu/rules that has been allowed in relatively short order. Whatever the shortcomings of the NYSRWB are, this one does fall on NYRA (assuming that they have not asked for such a change).
