I presume this will cost some so what are we cutting to pay for it or does the 'pay as we go' only include congress?
The biggest hurdle the bid faces is that NO monies have been guranteed at the State or Federal level. All are private donations, etc...Isn't that a good thing? The other three bids all feature guaranteed Dollars from the Countries, Cities, etc.
