Actually part of the reason the stimulus isn't creating jobs like it should be is that Congress attached too many restrictions to it. For instance the money was intended to only be used to create jobs and not to replace jobs. So to try and get that result Congress put a restriction that none of the money could be used to create jobs at any company that laid people off. Well guess what, everyone has had layoffs by now so the stimulus money is just sitting in state coffers right now while the states try and figure out how they can spend it with all the restrictions placed on it by Congress.

That's right. The States want that stimulus money, they have to play by the rules they, themselves, via their own Congressmen, voted in.

Not exactly a surprise, it was much-discussed at the time.

And it was wrong then as it is now. If i remember correctly there were three GOP members that voted for this? So if it is screwed up, you know where the blame lies.
