apparantly it was a cover for this.
President Barack Obama on Monday proposed a $100 billion U.S. loan to the International Monetary Fund to boost the IMF's resources and urged a bigger stake in the IMF for emerging powers. Now by emerging powers does he mean Nicaraugua and Cuba. We're in a financial crisis and he's loaning out $100,000 million. Oh with the $100 million saved it cuts it to $99,900 million.
