This is America. Land of the free where laws mean nothing, or certainly punishments don't fit the crime.
There is no incentive in horse racing to be honest. The best operations are the best cheaters. No different than track and field or cycling. Just look at how America made Lance Armstrong a champion. Everyone in the cycling game knows got plenty of "assistance".
