Churchill deal steals 2010 BC from Belmont

Personally Why not take the 2009 BC away from SA (it doesn't need to be there 2 years in a row) Give it to Belmont and have the 2010 at Churchill. TO me that makes a little sense But there doesn't seem to be alot of common sense used these days.

Isnt there a contractual obligation already in place for 2009?
