Chuck -- back to the issue at hand. So, if a state or a racing commission makes changes or implements new rules, where do you find out about it? Stall application? New disclosure document? Condition book? Vets? I know it depends and it's case specific, but is there an example?

In your opinion, how should it be done for the owners?
