Testing will always be a problem. There's more money from the evil than there is from the good. I'd like to see real money thrown at this part of the problem, as well as the others. More modern labs, updated, modernization, etc. Until then, I'd like to see frozen samples for testing purposes, education, and future testing.

Chuck -- back to the issue at hand. So, if a state or a racing commission makes changes or implements new rules, where do you find out about it? Stall application? New disclosure document? Condition book? Vets? I know it depends and it's case specific, but is there an example?

In your opinion, how should it be done for the owners?
