Pretty simple really.. Pick 10 horses, activate the 5 that are fixing to run and hope for the best. The rules say 6 horses can be activated, but I believe it is only 5 at a time.

STABLE ACTIVITY

Initially, six (6) horses can be designated as "active" horses within the game. After the first supplemental draft, the number of active horses will move up to eight (8), and then twelve (12) horses will be allowed after the second supplemental draft throughout the end of the game and the Breeders' Cup races. Only horses that are given "active" status will be eligible to score points. Players can change the activity, or running, status of the horses in their stable as many times as they wish, except on scoring race days. The feature will lock out at 12:00 p.m., noon ET on the day of each scoring race, and will unlock to allow changes in activity status at 12:00 a.m. ET
